Maintan that:
ICT * comprises traditional IT and new media and communication digital technologies (and not just Internet)
ICT is today an economic pillar and a social medium
ICT is necessary and strategic to participate in the global economy and society
The Global Digital Divide is as harmful as the other factors of global divide (because it hinders an autonomous technological development)
Consider that:
Developed countries uphold a strategic quasi-monopoly over production and maintenance of ICT
And because this is the cause of:
Prohibitive pricing of ICT rendering it unaffordable for developing countries
The impossibility of developing countries to own their ICT
Believe that:
Developing countries must aim toward ICT production and maintenance (and not just consumption)
By the way of:
Fostering ICT capacity building of developing countries
Increase government sponsored (at local cost) ICT projects (with the triple objective of increase e-government, develop ICT professional skills and support local ICT industry)
International aid organizations and donors to finance and coordinate ICT projects
Open Source community help (with tools, methodologies, reusable code, volunteers)
